Abstract

The rapid growth of social media has transformed the way governments communicate with the public. At the same time, the increasing volume of information circulating on digital platforms has created the phenomenon of information noise, in which people are exposed to excessive and diverse information that may lead to confusion, misinformation, and difficulties in identifying credible sources. In this situation, government institutions are required to implement effective communication strategies to deliver accurate, credible, and easily understood public information. This study aims to explore the government's communication strategy on Instagram in dealing with information noise based on the lived experiences of the administrators of the @diskominfobdg Instagram account. This study employed a qualitative approach using Edmund Husserl's phenomenological method. Four informants who were directly involved in managing the @diskominfobdg Instagram account participated in this research. Data were collected through observation, in-depth interviews, and documentation. The data were analyzed using data reduction, data presentation, and conclusion drawing to understand the participants' experiences in designing and implementing communication strategies on social media. The findings reveal that the government's communication strategy in addressing information noise is reflected in three main aspects: the communicator, the message, and the communication channel. The credibility of the communicators is established through internal coordination, the use of official information sources, and information verification before publication. Messages are designed to be informative, educational, up-to-date, and easy to understand in order to reduce public misunderstanding. Instagram is utilized effectively through its features, including Feed, Reels, Stories, Carousel, and Captions, to maximize information dissemination and public engagement. The study concludes that the effectiveness of the government's communication strategy in dealing with information noise is determined not only by the speed of information delivery but also by source credibility, message quality, communication consistency, and the effective use of digital media as a public communication platform.
