Abstract
Challenges faced by cities in Indonesia, including the Bandung munipical in the future is how to reduce and cope with the gap between investment needs of urban infrastructure and services with the limited financial capacity of the government to meet those needs. Some of the opportunities and potential of the local government, particularly with regard to the mobilization of revenue sources that have been used bythe local government is mostly conventional (traditional). In fact, there are still many types of other non-conventional (non-traditional) sources, which is actually a high potential to be developed. The identification results obtained seven non-conventional financing instruments that can be developed. Three (3) of which are already implemented by Bandung munipical that are corporate cocial responsibility (CRS), public private partnership (PPPs) and the pure public aids. Three instrument namely; development impact fee, development exaction, betterment levies can not be implemented yet, because the legal basis, institutional and human resources are not prepared yet. While municipal bonds can be used as a source of funding for infrastructure development in the Bandung munipical but the government Bandung munipical have to prepare all the necessary requirements the municipal bonds.AHP analysis results, from seven non-conventional financing instruments acquired three priority instruments to be developed and implemented in the Bandung munipical for infrastructure development or improvement empowerment regional asset, namely the public private partnership (PPP), corporate social responsibility and munipical bonds.
